The president of the entity, Manuel Pineda, explained that items are included to request funding from the Generalitat and FEDER funds
The Vega Baja Sostenible Consortium will take the approval of the 2019 budget to its next plenary session, amounting to a total of 791,953.97 euros. Accounts that increase over the previous year by 170,000 euros and include the items aimed at receiving funds from both the Generalitat Valenciana and the European Union through the Feder Funds. “With these budgets we give continuity to the projects that we have in march and we advance in the improvement of the management of the residues in the region”, has explained Pineda.
The first item in the budget refers to personnel costs amounting to 171,053.97 euros, corresponding to one manager position and one administrative position, both vacancies and foreseen in the staff. “We want to have a manager this year because progressively the functions that have to be performed are increased,” the president assured. As for current goods and services, the amount amounts to 369,680 euros. In this section highlights the departure of studies and technical work in which 186,000 euros are budgeted. They include, on the one hand, the contract for environmental communication services, amounting to 143,000 euros, with the execution of a media plan, press office, development of actions in municipalities, and so on. While on the other hand, and with the aim of advancing the final solution, a forecast of 40,000 euros has been made to commission the mandatory technical documents for the different actions that the Consortium will carry out during the year.
There is also a departure of 78,062.84 euros for the mobile eco-park management service, with an execution period of 6 months, plus a forecast of 39,000 euros to extend it for 3 months.
Pineda has ensured that “this economic document complies with budgetary stability and financial sustainability, as well as compliance with the spending rule, so we have a roadmap marked for this year 2019.”
In another order of things has enabled a heading for computer maintenance with 2,550 euros and another for legal expenses of 5,000 euros. In addition, a provision of 36,900 euros is included to pay compensation for assistance to the collegiate bodies of the Consortium, and 7,500 euros for assistance to technical committees.
On the other hand, as regards investments, two items with a symbolic allocation have been included to request financing from the European Regional Development Fund (ERDF) for investments in ecoparks and the Generalitat Valenciana for the construction of a transfer plant. In this sense, 200,000 euros have been appropriated to acquire a mobile eco-park and 50,000 euros for investments to adapt the plot for the future Dolores transfer plant.
Regarding the income, the Generalitat Valenciana contributes 25% of the total with 196,975.99 euros; the Provincial Council of Alicante 15% with 118,185.60 euros and municipalities 472,742.38 euros depending on the number of inhabitants.
Pineda has shown that “with these budgets we trace the steps that the entity has to follow during this year and the necessary items are enabled for those transfers that may come from the Generalitat, through the agreement signed with it, by amount 800,000 euros, as well as the subsidies that are requested, such as the ERDF. ” In this regard, he also affirmed that other extendable items have been foreseen to cover the costs of the transfer, recovery and disposal of the corresponding waste, depending on the tons that each municipality transfers “
The president recalled that investments will also be made, as acquisition of new ecoparks, “and at the same time we put in place all the mechanisms to undertake the Dolores transfer plant.” He also specified that the next task will be to carry out the management commission to the public company Vaersa to begin the preparatory work for the works.
